Along the Atlantic coast of Florida, 93 turtles were found floating lagoon, and experts said the cold water shocked their bright tropical systems. Most at risk were green turtles that were sent to research facilities for some TLC.

"We try to collect them and put them in a warm place so that we can check," said Roger Pszonowsky, a volunteer with the Society for the Prevention of marine turtles in Brevard County, Florida

At first I said no.
A store in my area has recently implemented a large saltwater tank with two reef sharks and moray eel. Eel promptly ate their sharks in the first week. They had to find a new home and quickly before it starts eyeing the remaining shark.
These animals are very costly to arbitrarily throw together and hope for the best. They have to eat well, almost plush, to prevent any aggression towards each other. The octopus May be fine with sharks and a ray should not be too aggressive is the eel with fish that I would worry.I think the tank size, fish size and place the fish had to flee from each other would play a bigger role. Stingray that octopus and small may be a good starting point.
