Keeping the Silver Arowana in the Aquarium
This book was clearly written with a lot of love for the subject and was written to meet a very specific need, to have information on the care and keeping of Silver Arowanas. It is not a fancy publication, it was written with a lot of heart about the experiences of a dedicated fishkeeper with her fish. The author mentions that she wrote this...

Mr Wang Says So: How Not To Choose Your Aquarium Fish
Eight years ago, I had bought the plecos, because of their tank-cleaning faculty (plecos will suck and eat algae straight off your aquarium spyglass walls). They are also affable to keep in a community tank, as they are altogether docile and non-bold towards other fish. What I didn't trust was that my plecos would dynamic so extended and enlarge so big. With hindsight, my edge of the two plecos was a enduring aquarist's flub. The fish that you see on car-boot sale at aquarium shops are as a rule babies and juveniles. What you want to grasp is the pinnacle matured scope of that information particularly species. If your tank is too unimaginative for a full-grown of age type to be swimming around unrestrainedly in it (and if you don't longing the hassle of upgrading to a larger tank), then you shouldn't buy that species of fish at all.

The only way is to separate the two until the sizes are compatible.
If you do not want or can not afford it, get another tank for the little guy, consider a tank divider. you can buy or make one from crates of eggs. There are many ways of tinkering to make your own tank divider.
good luck!
These fish, like many others, grow and adapt to the size of the tank, they are kept in. Prices will depend on your area. Make a few calls.
No, there is not. Growing only to the size of the aquarium is called failure to thrive - it is cruel and against nature, and lead to disease and early death. Sorry, but arowana are simply not a very good choice for most home aquariums.
Try getting a feeding cup and giving it bloodworms to encourage it to eat. I don't really know what would be wrong with the fish.
