"These parents are to be commended," said Jeannine Milyard, a 31-year schoolteacher at Rock Creek School. "No one knows what it's like to have a child with special needs."

Rock Creek is a Frederick County apparent school for students with severe developmental, intellectual, physical and emotional disabilities.
